IObit Uninstaller should find broken programs or who not working properly, to propose user to delete them somehow forced.

Please suggest how Uninstaller might go about finding broken programs. Should it run every program on the pc and try and determine which ones are broken. Also, surely if a program is broken, then the user will already know this because it will not work. Uninstaller will remove such programs at the users instruction.
To err is Human. To really mess things up you need a PC.
