Windows crashes on deep registry scan

This is not just a 360 problem. I have tried other registry cleaners with the same result. Virus and spyware checks came up clean. Tried running cleaner in safe mode, same result. Is there such a thing as a boot time registry checker? Any other suggestions? And no, I don't want to reinstall.

perhaps turn of all other apps ,and modem -run it on its own--????

All apps stopped that I am aware of. I've run the scan in safe mode, would anything be running there I can/should stop? Sorry for not saying, XP SP3, all updates installed. I've been running safe mode with networking disabled (wireless DSL). Is that the same as your suggestion to turn off the modem? Thanks for the reply!
