Please can someone explain briefly how the "Defrag and Optimize" works?

Can SmartDefrag put your most frequently used files/programs onto the fastest area of the hard disk (which I believe are the outer tracks?)?

Here is a recent example of how Smart Defrag moved the most frequently used files to the fastest part of the disk when I changed my F drive from use as storage only-



To active daily use. Here are the results after 2 weeks time-



I find that not only does Smart Defrag do an amazing job, but it does it very quickly accomplishing a routine Defrag and Optimize in less than 30 seconds even on my 1 TB drive!
