1% 3% 5% i can choose.

Standart is 1%

If i press 5%, apply, ok, and close the programm and open again. Its 1% again.

 

Is it a bug? i want 5%

I think you are forgetting to click APPLY. If youu change the setting and just click OK then it will not store the setting, You must click APPLY and then click OK.

Please take a look at the config.ini file - location by me:

C:\Documents and Settings\Username\Application Data\IObit\Smart Defrag 2

 

By me it says: DefragRate= 0,03 (meaning 3%)

If you cannot by the correct method make this number change in the config.ini file I suggest you try to change it manually in the file - if this doesn't help, I suggest you try a clean install (concept explained by link in my signature)

i found the ini. file and changed the 0,01 to 0,05 ;-)

The reason may just have been that the setting hung, but is could also possibly be from some leftovers from an over the top install/update

But if it works flawlessly now, it was probably a setting that hung.
