Try one of these....

Uninstall your current installation of Microsoft .NET Framework

Clean the registry using a good quality registry cleaner to remove any invalid .Net Framework entries in the Windows registry

Download and install the most recent version of Microsoft .NET Framework

Restart your computer

Fix CLR20r3 Error when Programs Stop Working

Or this....

Uninstall the program that is causing the error to occur

Restart your computer

Search for any remaining files the application may have left behind, including empty folders and invalid registry keys

Delete them and restart your computer again

Reinstall the program and see if this gets rid of the CLR20r3 error

Thanks guys but it's not really seeming to look like a recurring issue.

When that happened, it happened right after booting up. I closed the error box and found that RGB launched anyways without any further user input. If it happens again, I'll be sure to post back but for now it only appears to be a one time thing.
