Performance Monitor Network Monitor

Trying to figure out the network monitor part of the performance monitor applet. I just did a speed test, a blazing 3.45 MBps here in Peru, and the network monitor says 1.15%

 

What exactly is 1.15% measuring?

I think 100% there in Network graph represents 50Mbps, as my 5.25 Mbps real time download speed only shows 10.33%.

OK, so I took a couple of screenshots and cut and paste and highlighted the interesting parts. I just did a speedtest on http://www.speedtest.net/, taking screenshots at the peak of download and upload speeds.

If the basis for the percentage is 50 MBps, the results make sense. However, shouldn't the basis be perhaps the speed selected in Toolbox/Internet Booster/Set Bandwidth for a more realistic reflection of my actual bandwidth utilization?
