Google Chrome error can't connect to internet

I searched forums and couldn't find this myself. I am sure it has been posted before.

 

When I go to google chrome or firefox it says I can't connect to internet. But if I keep reloading it will eventually work.

 

I assumed I need to add them in firewall settings allowing them in the antivirus software but I don't know how to do it.
