Thanks for the answers. This forum has to be handled quite differently compared with other forums I'm used to. The guideline is not in all cases helpful. Just an example: Where should I put a question like this: How can I tell the program that a special address (my e-mail-provider) is safe and should not be blocked?

You should put it in the relative forum for that particular program. Seeing as how you did not tell us which program you are talking about, I cannot tell you which forum is relative.
