Why am I warned to exit Chrome and Firefox or the sweeping process will not be done, but I'm not warned to exit Internet Explorer. And what exactly is the sweeping process?

I do not know abou the internet explorer part (was it open at the time?) but the sweeping process cleans all the junk and temp files of your browsers and optimizes it. It needs to be closed for that work, so if you click skip the program will keep sweeping the rest but will leave the browser alone.
