System frozen pending remediation error...

My laptop has received the following error..:

 

This system has been frozen pending remediation of malicious software. Please contact <phone #> with any questions regarding this.

 

I've wiped the hard disk clean (format c: and disk part clean all) and then reinstalled fresh windows 10 and purposely did not attach to the internet. Once up and running I then booted into safe mode and installed both Malwarebytes and IObit Malware Fighter 7 PRO. I then connected to the internet and ran scans from both products updating from each's repository to get current. I then ran Windows Defender. All 3 showed zero threats..!

 

Then I rebooted back to normal windows 10 and I received the exact same http error message..!

 

I then booted back into safe mode and the message appeared there as well..! So I’m completely frozen in both safe and normal modes..!

 

How do I locate and remove this PAIN IN THE Axx Malvertisement..!???

If you can't access the internet with your infected computer you will have to download and transfer any programs to the computer you're using now and transfer them to the infected computer with a CD-RW or a USB storage device. I prefer a CD because a storage device can get infected. If you use a storage device hold the shift key down while inserting the USB storage device for about 10 secs. You will also have to transfer the logs you receive back to the good computer using the same method until we can get the computer back on-line.

Yes sir. Every time I press CTRL- Alt and delete all at the same time to access task manager the task manager screen shows up for a second and then goes away quickly. I can see that Internet Explorer is running.

 

How do we get the screen to stay present so that I can stop process on IE..?

The only thing I can do is right click on the html page that appears. A page does show up and stay present. There are a list of things that I can choose. They are..: Select all; All Accelerators; Create shortcut; Add to favorites; View source; Inspect Element; Encoding; Print; Print preview; Refresh and Properties. When I select Properties I see the following URL Address: file:///C:/ProgramData/wcttempoff.html

 

How do I delete that file..?

Since you claim to have wiped the drive and re-installed Windows I would suggest that you try that again but this time use Dban to wipe the drive and re-install the OS. This will ensure that the drive has been wiped clean.
