how to stop it from messing with my cpu speeds

i overclocked my cpu speed to 5.1 ghz 24/7 so there is no fluctuation. but when i open advanced system care the cpu speed goes back to alternating speeds.

Dont tell me i have to make custom power management plan for my OC settings
