Create Process Failed; Code 5

Today, I couldn't find Iobits Smartdefrag. I did a search to find it, but none of them would work when I double-clicked. I thought, well, an easy solution would be to download another copy of the defrag program. I couldn't finish the install, after repeated attempts. I would get an error message like this:

 

Unable to Execute File

c:\ProgramFiles\Iobit\Iobit/SmartDefrag\IobitSmartDefrag.exe

 

Create Process Failed; Code 5

Access is denied

 

I tried getting rid of every trace of Iobits Smart Defrag, but I would still get the error message.

 

Any thoughts?
