Windows cannot access the specified device, path or file.

I'm trying to reinstall Advanced Systemcare Pro on a Windows 10 system where it was running great until recently. I unintalled the program and when I download the install file I get this message:

Windows cannot access the specified device, path, or file. You may not have the appropriate permissions to access the item.

I checked the file properties and all the permissions are there.

What can I do to install this?

Have you checked in Windows Controlled Folder Access to see if it has blocked access.
