How to Delete Advanced Systemcare Free 15.4.0.247 Win7

Neither this program nor any other titles containing "IObit" are listed in my Control Panel "Programs".  Strangely, there are no programs whatsoever recently installed on my computer, yet here this is.  A large number of ASC files and folders are in the Windows folder "Periodic Maintenance", and the program runs with every startup.  Where is it, and how do I delete it?
