Make it optional to place shortcuts to IObit programs into the public desktop.

Every time any IObit program is updated, a new shortcut to the program appears in the public desktop so that all of the users see it cluttering their own desktops. For the casual user, that is a distraction, and it is a pain to keep deleting the shortcuts. It would be far better just to install the shortcuts to the desktop of the user doing the update, and at their own option.
