Video Clip Parameters

After downloading music clips from YouTube in .FLV format, I convert them using Oxelon Media Converter. I usually only play these clips on my computer and was wondering if anyone can suggest ideal parameter settings for good playback quality and reasonable file size. The settings I'm using at the moment are shown in the attachment. (New Zealand uses PAL). Note: There is no Sampling Rate set, should there be?
