missing file

I cannot upgrade to the new version or uninstall the old version due to a missing file, please help

I would recommend Revo Uninstaller utilized in "advanced mode".First,create a system Restore Point.Then when you initiate Revo,the built in unstaller(ASC) will likely fail,but continue with the remaining steps electing to delete all entries.Reboot and then use Windows Search Assistant to look for any traces of ASC that are not in the recycle bin and delete those as well.Make sure the ASC folder is also deleted.Now try a fresh download(get a new installer/.exe file)and reinstall.
