Disk fragments: Hard drive or OS more responsible?

I just upgraded to Windows 7 Ultimate 64 bit and installed on a brand new Western Digital Caviar Blue 7200 drive (250 GB) and I seem to be having to defrag more often than when I had Win XP SP 3 32 bit running on a Seagate Barricuda 7200 drive (250 GB also). I know I have my ASC Pro on Win 7 set to "Always Defrag", not sure what I had it set to on XP, but I never changed either from default.

 

It seems like I have more fragmented files now then I did with XP.

 

Wondering if this is because of the OS or the drive itself. I error checked both drives, and they were error-free.

 

 

Any insight is much appreciated.
