Major problem with network monitor

I've had majour issues with the network monitor that comes with Advanced system care free.

 

whe i run it, it all runs fine untill i restart the PC, then for some reason, even though the network monitor is not running, Avast blocks all web browser traffic.

 

i'm 99.99% sure that the network monitor is what is causing the issue, as i have a desktop PC and laptop both with avast and both with advanced system care, as soon as i used it on my desktop avast blocked all internet broweser, and the same has happend with my laptop.

 

Desktop is running vista ultimate 64bit

laptop running vista home 32bit
