Can this be deactivated so it NEVER runs in the backgroung or when idle?

 

Yes, go to 'Settings' (general-settings) page and remove the check-mark in box by the 'Load automaticly at Windows start-up' command line.

With that boot-time loading disabled SD is in Manual load/run mode.

Make sure all scheduled and boot-time defrag column settings are 'NO' also. That is changed by clicking on the word 'yes', if it is displayed in those columns.
