Clean install (Manual uninstall with cleaning the registry) have worked for some users.

Also check start up manager if you are running AWC.

From the ISD all is checked except the tooltips. Where do I find the start-up manager?

The post above is a reference to check start up manager if you are also running Advanced Windows Care. If you run V.2, it is under tools. If you are running AWC 3 beta it is under system utilities.
