What does Smart RAM actually do?

What does Smart RAM do? When I use either Smart Clean or Deep Clean, I see a reduction of memory usage by individual programs, but my commit charge remains unchanged. And a rollover of the Smart RAM icon in the Tray reveals a pop-up with the same available memory as before I performed a cleaning.

 

What gives? What memory is actually being released?

By "commit charge" are you talking about 'Page-file' (or Virtual-memory) usage.

I'm not sure, but I think Smart-ram only monitors Physical-memory, Not Virtual-memory?

 

I think of the 'commit-charge' as being the (Amount of Commited Virtual-memory).

Can you give us more information about your PC apart from your OS XP Home? Even such as, allocated page file, RAM size, the screenshot of Task Manager values about the programs concerning your question, etc.
