Please be more specific.

Are you asking about the utility programs in the Quick and Deep Care sections of ASC,

(which has a Disable check-box and a 'Settings' button on most in the lists)

or are you asking about utilities in the Toolbox section of ASC?

Those functions were for Advanced SystemCare 3.

 

Please read Advanced SystemCare v4 Quick Start Guide after clicking User Manual in the pop up menu clicking More on the GUI.
