It has done nothing but mine and I know this is a false positive. Norton repeatedly blocked it until finally letting it through.

It is supposed to use 100% CPU. It is a cryptocurrency miner. Cryptocurrency mining uses the GPU and CPU's combined power to decrypt complicated math problems. Please go to the page https://www.nicehash.com/ to see that it is a miner and https://www.economist.com/blogs/economist-explains/2015/01/economist-explains-11 to become more familiar with this type of stuff. I assure you this is a false positive.
