Are Skins Just For Pro Users?

I am new to all this and wondered if skins are just for Pro uses or can the free verison use them for more then 60 seconds?:?:

Extra skins are only used in ASC4 PRO edition for more than 60 seconds.

 

In other words, in ASC4 FREE edition, you can use extra skins only for 60 seconds.

I have Pro, but I can't figure out how to apply a user made skin >.<
