Cleaning mess up my windows desktop selector.

Hello, i have had this problem even with my previous computer, so i think i want to find out how i can fix it. After cleaning my computer the desktop shortcut "selector" goes weird.

it supposed to be blue but my is transparent with grey oldish corners... The problem with selector is only at the desktop.

 

i wonder could i fix it somehow, and i didnt create backup :(

 

changing skin doesnt help.
