major problem wtith defragging changing window 7 security

it appears that defrag is creating a version of files in c:\windows\system32\config\ (SYSTEM, SAM, SOFTWARE, DEFAULT, SECURITY) it creates a version with suffix .IOBIT, but the newly created files with no suffix which the system uses doesn't have the proper security and when I log on it say I don't have permission to my desktop. Once I update the security on the new files(I just inherit the folder security)....all seems fine. Let me know how to resolve this.
