for each disk, a person chooses which folders to put in the very end of the disk (since he knows that these are rarely used) and which folders to move to the very beginning of the disk (since these folders are very important for speed) : 
there are 2 options for such sorting 1 sorting folders in this way at the top of the disk (sorting by a person) 2 rarely used folders move to the very end of the disk so that empty space is left in the middle (in my opinion, this is the best option)
