Normally CCleaner too should do, but if the user of the PC has a name with Non-Unicode characters in it, CCleaner can not delete the cookies. This is valid for my {User Name} also in my XP Pro sp3. (ASC->Win Manager->Cookies Manager deletes the cookies even if the user name contains Non-Unicode characters.)

 

I have discussed that in their forum, they have corrected it for a while, but the recent versions have that problem too.
