It is a file in the ASC program, there are a couple more rtl70 files in the program

IObit uses Delphi.

The acronym is translated in Usage of Iobit Products.

rtl70.bpl...That's a Borland Delphi 7 runtime library file; do you use programs from Delphi or have recently downloaded some type of image converter?

Yes I do, I haven't checked if a zipped version of the file is sufficiently "small"to be attached here, but I will check.

Another method ought to be to open the Install file and find the rtl70 file in question and copy it and insert it in the program after you have deleted or renamed the one located there.

A fresh install over the top where you delete the rtl70 file before installing ought to work too.
