Smart Defrag wont defrag

I have version 1.45 installed and after analyzing and following the suggestion to defrag only, the defrag doesnt work. i start out with 40% fragmentation and after the defrag, it goes down to 34%. everytime i try and re-run the scan, the program reports my drive is still fragmented. is this normal?
