spictrl.dll vs. uTorrent [SOLVED]

Whenever I download files through uTorrent my computer lags and the CPU usage climbs to 90%.

 

A scan with HijackThis discovered this entry:

O10 - Unknown file in Winsock LSP: c:\program files (x86)\iobit\advanced systemcare 3\spictrl.dll

 

I've uninstalled Advanced SystemCare with the advice of uTorrent and everything went back to normal.

 

I'd like to know what is spictrl.dll, and how can I keep it form interfering with uTorrent.
