delphi and I think some drivers in C(using WDK(dynamically loaded from resources)). I might be wrong about the drivers existing, I haven't looked into it much.

 

The UI is all ieframe.dll and windows class modification, the core functionality is mostly windows service interfaces through COM object model.

yep with delphi 2009, i saw rtl12

and they using devexpress library(they must be rich :D)..

all ui simply drawing, maybe using gdiplus.

and i saw madexpect also.
