pdf file unlocked but won't delete

I have a 0 KB pdf file in my downloads folder. When I try to delete it, the message is "cannot read from source file." I tried the IObit Unlocker which showed it unlocked it but couldn't delete it.

 

Any ideas what I might try next?

Try starting your computer in Safe mode and then delete it.
