Flash in IE not working

this problems been going on as long as i can imagine. ive tried uninstalling/reinstalling, checked my settings etc. but flash will never display. nor will it install. at the install page, there is no gold bar. this has been the source of many gaming discomforts that require IE. Can anyone help? I have searched google plenty to no appeal.

of course i have! remember when i try to install there isnt even the gold bar saying something like 'this thing is trying to install active x'

Have you installed the newest IE8 release candidate version?

I tried it but had some issues among those a wobbly gold bar, so I uninstalled it again (restored).
