I'm surprised at the lack of the imput here. Many peoples OS have crashed. MS screwed up... the repairs are easy.. The easy fix is to go to windows update manually and install all new updates.

News & Offer section is usually used for threads by administrators for IObit News & Offers, and as far as I understand from your thread, it should go to Lounge section aka here.

 

You have not given the bad Registry entries of MS though!!!
