Outlay hijack?

This site has exact the same outlay as the forum of IObit. There are no difference as I can see. Is it legal or is it something that has to do by whom IObit is powered by, that also the other site is been powered by the same thing?

I think the main improvements were admin and moderator tools.

 

It's now very easy to ban and report spammers information to the spam filters compared to how it was in earlier versions.
