There's no file to attach, as it concerns a shell extension. I have confirmed this shell extension to be from the ATi Catalyst software. Had I removed it, I would have lost the shell extension for the ATi Catalyst Control Center.

 

By the way, this is on a 64-bit version of Windows 7.
