Differences between free versions 3.8 and 4

I have the Windows 3.8 free version. I've been getting reminders that an upgrade is available.

 

1)Is the upgraded version still free or will I be charged after a certain period.

 

2) What are the differences in features between version 3.8 and 4 in the free versions.
