After analyzed the file you mentioned, it is found that the file always-on-top.exe does not have a signature. Usually, .exe file without signature will be treated as potential threats. Thus, IObit Malware scanned it out as threat.

 

If you make sure it is safe, you can add it into whitelist. But it is suggested to quarantine it, if you are not sure. :-)
