Error in Upgrading Smart Defrag

I get the message about upgrading to the latest version of Smart Defrag (Free).. Downloaded from the website defragsetup. When it is run get the error Runtime error at (290:: 769); WinHttp.WinHttpRequest: The Operation timed out. What could cause this? What URL is the application trying to reach?
