LastPass + ASC12 Free = LastPass Can't Write to the Hard Drive

I've tried to use AdvancedSystemCare before, but I always end up uninstalling it because as soon as I run it, I start getting this error message.

LastPass could not write to your hard drive.

Please make sure that you are able to write files to the following directory or ask you system administrator for assistance.

Location: \locallow\lang

For additional assistance, please email us at support@lastpass.com

Click 'OK' to retry or 'Cancel' to exit the application.

Error B: A C E3

I've tried making that folder, the subfolders, and even the main folder that it's in not read-only, but when I go back to look later, it's read-only again and I can't save my passwords.

I've tried contacting LastPass, but they say it's not them causing this, and I have to agree as this has ONLY happened whenever I install and run ASC. (ASC12 Free in this case. I've bought licenses for ASC in the past, but I'm not going to now until I can get the program to work properly on my computer.)

My computer: hp Spectre, Win10, AdvancedSystemCare12 Free

Anyone have any other ideas on how to fix this? Thanks!
