That file was asked about in another thread on this forum, but we never got an answer from programmers, as to exactly what it does.

But I think it has something to do monitoring your system, to let ASC know when system is Idle, for automatic-care option.

 

I disabled it, by renaming the ASCService.exe file, so it would not load to memory, and so far that has not caused any problems.

I don't have any automatic-care option enabled though.

Judging from behavioral analyses and it's imports it just manages itself and starts ASC when idle. ASC shouldn't have it running if you don't have the idle configuration set though as it consumes significant resources.
