Total Memory Reporting Different ASC4.1.0 vs Vista

I have become a very big fan of Advanced System Care (ASC) and recently upgraded the RAM on my Acer 7720 from 2GB to 4GB, the maximum allowable (2GB x 2). Vista under Control Panel/System shows 4GB total memory, but ASC4 System Information shows 2.99GB total memory in both "Overview" and "Memory Device" tabs.

 

In ASC4.1.0, the Memory Device tab does show 2.00GB in each slot under Physical Memory for a total of 4GB.

 

Why does ASC4.1.0 report only 2.99GB when Vista reports 4.00GB memory? Yes it is a 32-bit system but SP1 fixed the problem reporting only a max of 3GB when there was more physically installed. Vista reports my total RAM correctly.
