Empty Folder Scanner

When I use the Empty Folder Scanner and choose the folders I want to delete and then delete them, they come right back. What am I doing wrong?

Are they associated with programs that are presently installed?

The programs that created them, and needs them, may see that they are missing and Re-creates them or Blocks the deletion?

That has happened to me several times, since I did not know what the folders were there for.
