HELP - Windows cannot find 'SmartDefrag'

For some reason unknown to me my IObit SmartDefrag Pro fails to load at Windows 10 startup and also fails to load when I click on the execute file.
When I click on the execute file I get a message telling me "Windows cannot find 'C:\Program Files (x86)\IObit\Smart Defrag\SmartDefrag.exe'. Make sure you typed the name correctly, and then try again."
I thought perhaps the environment variables for the path may have become corrupted so I manually input the path to the execute file into the environment variable path for the system and the user.
I then attempted to click on the execute file again and I still received the same message.
I uninstalled the program and reinstalled it and still received the same message.
I opened up the IObit ASC Ultimate 14 and went to the "Tools" section. Even though I had just reinstalled the SmartDefrag the ASC program said it was not installed and wanted to know if I wanted to install it. I clicked on "Install" and ASC started to download the program but was not able to complete the task. The SmartDefrag icon on the ASC Tools menu turned into an "X" and was unable to open the SmartDefrag program.
What is the problem here?

After 4 days, it is hard to remember exactly why.

It seems this is not a big issue for you if it takes 4 days to reply.

However, I believe the reason I posted that link was to

get you to check if Controlled Folder Access has blocked SD from making changes.

It took 4 days because during that time I found and installed a freeware SmartDefrag program not made by IObit because I wanted to see if that program would also not be recognized or blocked. I found one and it works perfectly.

As for the Controlled Folder Access issue - I use IObit ASC Ultimate 14 with Ransomware protection and as a result Windows controlled access (Ransomware protection) is turned off. I also just finished checking to be certain this was the case -- it is.

As I am unable to find a reason/solution to the IObit SmartDefrag Pro problem and I found a free replacement for it I have decided to not renew my subscription to IObit SmartDefrag -- it's just a shame that I still have 6 or 7 months left on it and can't get a refund.

Thank you anyway, as I see it is not time to reevaluate all my IObit subscriptions in case this happens to any of my other IObit Pro software.

This is not a Smart Defrag issue, but a system issue, and it is actually a well documented issue on windows.

Also, be aware, that windows has a built in Defrag function which runs automatically and should be turned off

if you are using a third party defrag program, as they will conflict and or undo each others work.
