Purchased and never received license code and getting zero help

I bought program and then called the number it showed to activate. I never received any e-mails with license code or the "bonus" items promised. The partner company I called to activate was zero help and I can't find any other way to contact IObit. I pulled up my paypal and showed them I had purchased it and still nothing. How do I get refunded or get my code? I tried the re-send code and it keeps saying there isn't a code in connection with my email and that's simply not true.
